OUR 8(a) JV PROVIDES

The PIKA-PIRNIE Joint Ventures (JV) offer our clients the full range of environmental, munitions response, and construction management services through combining the best of a well established 8(a) business with a proven track record and experienced senior management – PIKA International, Inc. – and a nationally recognized environmental partner with over 100 years of experience – Malcolm Pirnie, Inc. The partnership that evolved from a long-standing working relationship of senior management and technical personnel from both firms offers complimentary capabilities and nationwide geographic coverage. Discussions that ensued between PIKA and Malcolm Pirnie regarding a potential Small Business Administration (SBA) mentor-protégé relationship involved serious commitments by both firms and much time was spent ensuring compatibility of visions, business cultures, objectives, and capabilities.
Among the important common business cultural elements are:
- A dedicated commitment to client satisfaction;
- An insistence on superior quality and technical excellence; and
- An uncompromising focus on personnel and project safety.
The Members of the JV have successfully demonstrated these elements in working contractual situations and concluded that the partnership not only offered our clients a stronger team but could do so with an efficiency and effectiveness that would benefit our clients as well as the JV team members. As a result, PIKA and Malcolm Pirnie formally submitted our application and the SBA approved our mentor-protégé relationship in March 2006. The PIKA-Malcolm Pirnie Joint Ventures bring a unique blend of architecture-engineering (A-E) and military munitions response (MMR) excellence with a strong commitment to clear, open communications and dedication in every aspect of our performance. We offer the lowest risk solution in the 8(a) arena and have the capacity to support multiple task orders across a wide geographic area. In addition, we sport an impressive array of scientific and engineering disciplines.
Our services include planning, design, investigation, engineering, and construction management in the following areas:

- The Tilcon property transfers for ARDEC Picatinny;
- Work under the U.S. Army Corps of Engineers (USACE) Baltimore District Hazardous, Toxic, and Radiological Waste (HTRW) contract;
- Remedial investigation work at West Mesa in Albuquerque, NM;
- MMR work at the Baywood Park Training Area for the USACE Los Angeles District;
- The $50M General Design and Construction Management Indefinite Delivery Contract (IDC) with USACE New Orleans District;
- The $50M Environmental Services IDC with U.S. Air Force Air Education and Training Command (AETC);
- A $3.5M Munitions and Explosives of Concern (MEC) and Munitions Investigation and Removal IDC with the Joint Munitions & Lethality Center;
- A $3.5M Remediation Services IDC with the USACE Baltimore District; and
- A newly awarded Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for range sustainment and environmental remediation for the U.S. Navy Facilities Command (NAVFAC) Southwest Division (SW).
Working within the parameters and requirements of SBA’s Mentor-Protégé Program, our management staffs have worked arduously to enhance our internal operating procedures to the mutual benefit of our clients and each of our firms. These projects have allowed us to develop seamless operations that do not exist to the same extent with the normal Prime/Sub arrangements.
