Stage II Disinfection Byproducts Rule Initial Distribution System Evaluation
Luke AFB, Arizona
The PIKA-PIRNIE JV, LLC (the JV), under the first Task Order issued by the AETC, conducted an Initial Distribution System Evaluation (IDSE) required by the Stage II Disinfection Byproducts Rule (DBPR) for the Luke AFB water system. The water system at Luke AFB is classified as a Schedule 4 system, serving a population of less than 10,000 and the IDSE Plan had a deadline of April 1, 2008 for submission to the United States Environmental Protection Agency (USEPA) for Schedule 4 systems. After careful consideration, the JV recommended standard monitoring where we conducted one year of intensive monitoring to identify locations with high DBP concentrations. This method was selected as the optimal means of achieving the required result in the limited timeframe. Other methods considered included specific system studies using either historical data or hydraulic modeling.

Invasive Species Survey
Sheppard AFB, Texas
The JV performed an Invasive Species Survey (ISS) for the Sheppard AFB, Texas under the AETC contract. Sheppard AFB requested the JV’s services to support the ISS on approximately 2,500 acres within the AFB boundary. To assist the 82 CES/CEV in the planning, development, and implementation of programs tailored to the requirements of the facilities and the Air Force missions located at Sheppard AFB, the ISS outlined and identified invasive species concerns. In addition, the ISS allows the base to develop controls to effectively manage the natural resource of Sheppard AFB.

Air Emissions Inventory (AEI) Data Management Support
Lackland AFB, Texas
The PIKA-Pirnie JV provided data management support to the Air Emission Inventory (AEI) for Lackland AFB, Texas. The purpose of this task order is to assist the AFB staff in preparing an AEI which addresses actual annual emissions of regulated air pollutants from all sources at Lackland AFB covered by Operating Permit O-01393 in accordance with 30 TAC § 101.10. Data collection for the inventory was accomplished via on-site visits and the data collected was then used to perform the necessary emissions calculations and complete the Emissions Inventory Questionnaire (EIQ) forms required by the Texas Commission on Environmental Quality (TCEQ).

Initial Survey of Invertebrates
Tyndall AFB, Florida
Currently in the second step of this survey process, the JV is assisting Tyndall AFB in detecting the presence and distribution of invertebrates on the base. Based on information obtained through the survey, the JV helps assign priorities and suggest management strategies to address management goals as they apply to the Integrated Natural Resources Management Plan (INRMP 2007). This task order was issued to the JV to perform the baseline invertebrate survey of this base to facilitate the implementation and update of the base INRMP.
For the invertebrate survey, the JV is developing a list of potential state and federally listed invertebrates for Tyndall AFB; initiating a survey to detect the presence and distribution of invertebrates on Tyndall AFB utilizing a sample size that is sufficient enough in power to allow detection of 90% of invertebrates using the base during sample periods; and making recommendations for the management of invertebrates identified.

Stormwater Monitoring Project
Tyndall AFB, Florida
The PIKA-PIRNIE JV is conducting a Stormwater Monitoring Project at Tyndall AFB, Florida, to characterize the stormwater pollution effluents at selected outfalls at the non-industrial side of the Base. The detailed sampling, analysis, and monitoring (SAM) operations will provide profile information to characterize the stormwater pollution effluents. The JV’s tasks to achieve this result include project management and meetings; reviewing the outfall Information and layout sampling points; preparing the SAM Plan; sampling and analyzing the stormwater; and interpreting the data and reporting the results. The JV’s SAM Plan covers the sampling and analytical, quality assurance, and health and safety procedures to be used for the baseline survey and SAM operations (field sampling and laboratory analysis). Once SAM is complete, the analytical data is interpreted in comparison with applicable water quality standards and results reported to Tyndall AFB.

GIS Mapping, Storm Water Pollution Prevention Plan, and Infiltration/Inflow Study for Wastewater Treatment Plant
Luke AFB, Arizona
The PIKA-PIRNIE JV was tasked to perform the Geographic Information Systems (GIS) mapping, to prepare the Storm Water Pollution Prevention Plan (SWPPP), and to perform an Infiltration/Inflow (I/I) Study of the wastewater treatment plant (WWTP) at Luke AFB, Arizona. The objective of the I/I Study is to confirm whether there is a stormwater infiltration and/or inflow problem at Luke AFB, and if so, to identify specific locations within the wastewater collection system that may warrant further investigation or rehabilitation, and the objective of the GIS/SWPPP project is to develop a LAFB SWPPP GIS site map that incorporates the MSGP-2000 requirements. The JV prepared the Work Plans (WPs) for this project including the site-specific Health and Safety Plan (HASP) and I&I Study WP. To develop these plans and to prepare for the activities, the JV performed data collection and review of as-built drawings, previous studies, lift station pumping and operational data, historic WWTP influent data, drinking water well pumping data, and rainfall data from the nearest NOAA station representative, as well as interviewed Base personnel familiar with the collection system. The JV combined and consolidated drawings and figures into GIS in order to generate current and up-to-date maps and performed data analysis to assess potential impacted areas or system cross-connections. The GIS geodatabase is designed to join to the Air Force Environmental Management Information System (AF-EMIS) for queries. The JV is working closely with Luke AFB staff to meet their needs and schedule for these interwoven projects.

MEC Investigation and Removal
Under this specific delivery order for the Picatinny Arsenal (PTA), the JV was contracted to perform investigation and removal of munitions and explosives of concern (MEC) and all explosive hazards in specified areas. Grids were mapped and munitions debris (MD) was removed and verified to be explosive free. During operations, the JV conducted health and safety meetings and task meetings every morning, prior to commencement of daily activities, as well as ensured that all personnel on site were complying with Work Plan and Health and Safety Plan.
DELIVERY ORDER 2
Decontamination and Demolition (D&D) of Buildings 448 and 452B
The JV was tasked to perform explosive decontamination efforts and disposal of real and personal property for buildings 448 and 452B at PTA, New Jersey, in order to ensure Environmental Engineering/Cost Analysis (EE/CA) for the PHST could be completed successfully. The objective of this project was to decontaminate the buildings and equipment in buildings 448 and 452B and subsequent demolition. The JV explosively disassembled, thermal decomposed, and demolished the buildings and structures for buildings utilizing our on staff explosives specialists. The tasks were performed on schedule and without incident or accident.
